Update: October 13, 2017
The Village's contractor has completed earth excavation operations on West Frontage Road, however, due to precipitation, the roadway shall remain closed to thru traffic. The contractor also completed pavement removal operations, regrading of the existing subbase material, and the installation of hot-mix asphalt binder course at the south half of the back parking lot at the Fire-Rescue/Public Works facility.

The Village's contractor installed applicable traffic control and protection requirements on West Frontage Road and commenced pavement and driveway pavement removal operations on West Frontage Road
from the north end to the south end.

The Village's contractor will commence construction on West Frontage Road from the north end to the south end on Friday, October 6. Weather and unforeseen circumstances permitting, we anticipate being completed by Friday, October 13. Due to the scope of work and existing dimensions, West Frontage Road will be closed to thru traffic and adjacent parking during the duration of construction, however, access will be maintained for emergency service vehicles. The Village is pleased to report that on September 26th, the Cook County Department of Transportation and Highways activated the temporary traffic signal at the intersection of Happ Road and Winnetka Road. The signal is intended to mitigate New Trier traffic while the Happ Road bridge project is underway and to assess a potential permanent signal at this location.
While the signal will greatly improve the flow of traffic and improve safety, it is temporary and cannot be fully configured and customized like a permanent installation could. The signal does not have underground sensors or timers and left turn arrows are not possible from north and south bound Happ Road due to the limited pavement width. Despite these challenges of a temporary signal, it will ease congestion during the peak school times and make the intersection safer for motorists and pedestrians.
Cook County Department of Transportation and Highways will be using the temporary configuration to evaluate the effectiveness of a signal as a permanent solution for the intersection. This intersection is an important component of the Village and County’s ongoing Happ Road Corridor Study. The Village's contractor completed the asphalt removal and subsequent cleanup operations, installation of new aggregate subbase material, and installation of the first layer or lift of asphalt for the Fire Rescue/Public Works Front Parking Lot and Josselyn Center Alley. Next week the contractor anticipates completing the installation of the final layer or lift of asphalt for the Fire Rescue/Public Works Front Parking Lot and Josselyn Center Alley.

The Village's contractor has completed surface patching operations on Old Willow Road, Northfield Road, Sunset Drive, and Woodland Lane South. The landscape contractor adjusted brick driveway aprons at various locations and completed landscape restoration operations along the edge of pavement at various streets segments. No work is anticipated for the coming week.

The Village's contractor has installed the final asphalt surface course on Abbott Court, Bristol Street, Churchill Street, Dickens Street, Eaton Street, Bosworth Lane, Winfield Drive, Winfield Circle, Sunset Road, and Linder Avenue. The contractor has performed hot-mix asphalt driveway replacement operations on Bristol Street, Churchill Street, Dickens Street, Eaton Street, and Bosworth Lane and has removed the existing asphalt pavement, prepped and regraded the existing subbase material, and installed the proposed hot-mix asphalt pavement section at the West Frontage Parking Lot and Cherry Street Alley. The following street segments are considered substantially completed, excluding landscape restoration and pavement marking installation: Abbott Court, Bristol Street, Churchill Street, Dickens Street, Eaton Street, Bosworth Lane, Winfield Drive, Winfield Circle, Sunset Road, Linder Avenue, West Frontage Parking Lot, and the Cherry Street Alley. Next week, the contractor will begin construction operations at the Public Works Parking Lot, and the landscaper will be on-site adjusting various brick driveway aprons to grade and commencing landscape restoration operations along the edge of pavement at various locations throughout the project limits. The Village's contractor has completed Phase II of the project and performed pavement and driveway removal operations on Dickens Street, Winfield Drive, Winfield Circle, Sunset Drive, and Linder Avenue. The contractor also completed earth excavation operations and installed new aggregate subbase material on Dickens Street and the existing aggregate subbase on Winfield Drive, Winfield Circle, Sunset Drive, and Linder Avenue was prepped and regraded. Next week the contractor is anticipated to install the first layer or ‘lift’ of asphalt on Dickens Street, Winfield Drive, Sunset Drive, and Linder Avenue and the final asphalt surface course will be installed on the following street segments: Abbott Court, Bristol Street, Churchill Street, Dickens Street, Eaton Street, Bosworth Lane, Winfield Circle, Winfield Drive, Sunset Drive, and Linder Avenue. The Village's contractor will commence Phase II operations on July 27 (weather permitting) on the following streets, parking lots, and alleys: Dickens Street, Winfield Drive, Winfield Circle, Sunset Road, Linder Avenue, Public Works Parking Lot, West Frontage Road Parking Lot, and Cherry Street Alley. The work consists generally of pavement removal to the existing aggregate subbase, driveway pavement removal and replacement, two layers or 'lifts' of hot-mix asphalt installation, and landscape restoration operations.

The Village’s contractor has completed the final asphalt surface course on Southridge Terrace, Southgate Avenue, Middlefork Road, Edens Lane, Colonial Lane, Eddy Lane, and North Happ Road, and removed driveway pavement on Eaton Street and Eddy Lane. The following street segments are considered substantially completed, excluding landscape restoration and pavement marking installation: Southridge Terrace, Southgate Avenue, Middlefork Road, Edens Lane, Colonial Lane, Eddy Lane, and North Happ Road. Next week the contractor is anticipated to commence Phase II pavement removal operations late in the week on the following street segments: Cherry Street Alley, Linder Avenue, Dickens Street (South of Bosworth Lane), Sunset Road, West Frontage Parking Lot, Public Works Parking Lot, Winfield Circle, and Winfield Drive. Temporary aggregate ramps will be installed to maintain vehicular access.

The Village’s contractor has completed pavement patching operations on Southridge Terrace, Southgate Avenue, Middlefork Road, Edens Lane, Abbott Court, Bosworth Lane, Bristol Street, Churchill Street, Dickens Street, Eaton Street, Eddy Lane, and Colonial Lane, and has installed the first layer of asphalt on all the streets to be resurfaced in Phase I. Next week the contractor is anticipated to adjust the existing utility castings within the pavement to finish elevation, perform driveway pavement removal operations on Eaton Street and Eddy Lane, install the final surface course on all of the streets to be resurfaced in Phase I, and perform general landscape restoration operations along the edge of pavement on all of the streets included in Phase I. Please note that the Village’s contractor, Peter Baker & Son Co., is scheduled to work on Saturday, July 15 and in accordance with the Village ordinance regarding working hours.

The Village's contractor has completed surface removal and subsequent cleanup operations on Edens Lane, Abbott Court, Bosworth Lane, Bristol Street, Churchill Street, Dickens Street, Eaton Street, Eddy Lane, and Colonial Lane, and has completed driveway pavement removal operations on Edens Lane, Bristol Street, Churchill Street, and Dickens Street. Temporary asphalt ramps and ‘Bump’ signs have been installed at each street segment limit throughout the Village. 0The existing utility castings within the pavement have been removed and plated. Next week the contractor is anticipated to perform pavement patching operations on the streets to be resurfaced, as applicable and marked out by the Engineer, and will install the first layer or lift of asphalt on all the streets to be resurfaced, commencing from the north working south.

The Village's contractors have completed concrete curb and sidewalk removal and replacement operations at various locations throughout the project limits and commenced surface removal operations on the following street segments: Southridge Terrace, Southgate Avenue, Middlefork Road, and North Happ Road. In the coming week, the Village's contractor will continue surface removal operations on the following street segments: Edens Lane, Abbott Court, Bosworth Lane, Bristol Street, Churchill Street, Dickens Street, Eaton Street, Eddy Lane, and Colonial Lane. The contractor will perform pavement patching operations on the streets to be resurfaced, as applicable and marked out by the Engineer and will install the first layer or lift of asphalt on all the streets to be resurfaced, commencing from the north working south.

Illinois Department of Transportation (IDOT) and Cook County Projects in Northfield:
Happ Road Bridge
Construction of the Happ Road Bridge replacement, just south of the Northfield New Trier campus, began on June 13th. Happ Road, at the bridge, is closed to both north and south bound traffic and is anticipated to remain closed through the end of the year. All motorists will have to use West Frontage Road as the detour route. Questions or comments related to this project may be sent to HWY.supt@cookcountyil.gov.
Update: August 28, 2017
Cook County will be erecting a temporary traffic signal at Winnetka Road and Happ Road to mitigate New Trier traffic until the Happ Road bridge project is completed and the detour no longer in effect. The County anticipates installation of the signal to take roughly two weeks, therefore the signal will not be installed by the first week of school. Motorists are encouraged to allow additional time and anticipate delays at the intersection during the first week of classes.

I-94 Edens Expressway:
IDOT is re-paving and widening the shoulder of I-94 from Foster Avenue to Lake Cook Road. The work will create a new north and south bound bus lane.
Tower Road
IDOT plans to repave Tower Road from Frontage Road to Forestway Drive in the Villages of Northfield and Glencoe. The project includes the removal and replacement of the asphalt roadway and concrete curb and gutters; new pavement markings and raised reflective pavement markers; new loop detectors; and the bike path removal and reconstruction to bring this into compliance with the ADA. The project scheduled for the June 16 letting and is subject to the project award and funding by the State. Work is anticipated to commence this summer or fall.
Willow Road
IDOT plans to repave Willow Road, from I-94 Edens Expressway to Provident Avenue/White Oak Lane in the Villages of Northfield and Winnetka. The project includes the removal and replacement of the pavement; removal and replacement of the curb and gutters; drainage structure adjustments and system cleaning; new sidewalks; new pavement markings and raised reflective pavement markers; and new loop detectors. Work is anticipated to commence this spring.
Nicor Gas Line Retrofit
INTREN (a contractor of Nicor Gas) trucks are at work around town retrofitting old copper gas service lines with plastic lines. The project should be complete by the end of November.
